There are four kinds of Councils: Diocesan Synod, convoked by the bishop; Provincial Council, convoked by the Metropolite (Archbishop): National Council, convoked by the Patriarch or Church Primate of relevant nation; Ecumenical Council, convoked by the Pope..."

The Popes -Section Three-

From the first Jubilee of 1300 to the Holy Year 2000

Section Three of  The Popes features the history of the 28 Jubilees from the first proclaimed by Pope Boniface VII in 1300 to the XVIII Holy Year of the Great Jubilee Proclaimed by John Paul II in 2000.

"Boniface VIII established the recurrence of the Jubilee which would give devout Christians a specific amount of time in which to fully examine their conscience and soul; before this time, other Popes had attempted to establish specific periods for the forgiveness of sins but the periods and the conditions governing them were always different.

The Jubliean period of forgiveness was deeply felt by the faithful and as a result, the successive Popes decided to repeat the plenary indulgence, granted by Boniface VIII, at regular intervals.  The Jubilee, called Holy Year since 1500, is a time for total forgiveness and the granting of plenary remission of all sins."

The Popes,   Memmo Caporilli

Since 1300, Popes have proclaimed Jubilee or Holy Years, generally every 25 years.  Four additional jubilees were declared at 33 year intervals; 1390, 1423, 1933 and 1983.   To achieve forgiveness one visits the four main Basilicas in Rome and passes through the Holy Doors.  The Holy Doors are keep closed, and traditionally bricked over,  between Holy Years.
